Number III and V are correct.
Tanaka sounds like Yoshikawa’s boss or teacher. He is asking when Yoshikawa started learning English. Tanaka is asking casually and Yoshikawa is replying politely.
Tanaka also said that no matter what he studies, he cannot keep it up for a long time.
