These three questions are really tricky. They are around JLPT N2-N1 level. Your answers were wrong, but do you want to try again? (Each question has only one correct answer.) Let me know if you have trouble understanding any part of them.
大きな雪の像が並ぶことで有名な北海道の「さっぽろ雪まつり」では、①雪が降らずに困ったことがありました。像を作るのにはたくさんの雪が必要です。それをいつもより遠い所から運んでこなくてはならなかったため、お金がとてもかかってしまったようです。
毎年多くの子供たちが楽しんでいる、100メートルもある雪のすべり台も、今年は30メートル短くなりました。それくらい大きな影響が出たということです。
北海道の稚内市で開かれる予定だった犬ぞりレース「ジャパンカップ全国犬ぞり稚内大会」も雪が足りなくて中止になりました。人が乗るソリを犬が一生懸命引っ張る競技ですが、地面がむき出しになっている所があり、犬が怪我をしてしまう事が心配されたのです。中止になるのは大会が始まってから初めての事でした。問１

D: 札幌市で開催させるから。That’s correct. 4 says that Koshien has been canceled before, but the article says that Koshien has never been canceled before. So 4 is wrong. That leaves 3 as the correct answer.

The difference between これまでに甲子園大会が中止されたことがある and これまでにも甲子園大会が中止されたことがある is も. Adding も adds the meaning “too” or “as well.” So the sentence means that the Koshien tournament has been cancelled before, as well as this time.
